OREGON FOREST PRACTICES
MORNING SEMINAR
FRIDAY, FEBRUARY 22, 2008 – 8:30 AM – 10:30AM
“EASE YOUR PAIN AND SUFFERING BY EFFECTIVELY COPING WITH THE
NOTIFICATION/PERMITTING PROCESS”.
Avoid
lost time, citations and liability by understanding the process and
requirements for notifications (or not), various written plans and their
review periods, and permits to operate power-driven machinery.
Presented by the following Oregon Department of Forestry instructors:
RUSS ANDERSON, Stewardship Forester, Philomath
He has a Bachelor of Science, in Forest Management, from Oregon State
University, graduated in 1974.
Russ has worked for Weyerhaeuser Company (4 years), Champion International
(14 years), The Campbell Group (6 years), and the Oregon Department of
Forestry (9 years). He serves on ODF wildfire control incidents as a
Division Supervisor.
RICHARD “RICK” GIBSON, Fire Prevention Manager, Protection From Fire
Program; the Department’s coordinator of fire prevention, wildland-urban
interface, smoke management, fire investigation, National Fire Plan, and
fire suppression cost recovery activities Degrees in business
administration and forest management from Oregon State University .
With the Department, Rick has worked in the field as a Service Forester, a
Forest Practices Officer, a Protection Unit Forester, and as an Acting
Area Director. His staff positions have included time with the Forest
Practices Program and with the Protection From Fire Program.
He has served 23 years on ODF wildfire control incidents as a Logistics
Section Chief; qualified Type 1 Wildland Fire Investigator.
He currently represents the western states on the Wildland Fire Education
Working Team of the National Wildfire Coordinating Group. Rick is the 2006
recipient of the Golden Smokey Bear Award; the highest national award
given for wildland fire prevention service.
Rick serves on his rural fire protection district’s Board of Directors, a
county EMS Policy Board, a 911 agency Board of Directors, and was an
Assistant Scoutmaster with the Boy Scouts. In 2000, he retired from the
Navy as a Captain, following thirty years of active and reserve service.
Rick and his wife live in Wilsonville and have two grown sons.
DOUG
GRAFE, Toledo Unit Forester. He holds a Bachelor of Science,
Forestry Resources and Conservation, University of Florida 1995. Doug has
worked as a professional forester for 13 years with a background in both
traditional and urban forestry. He has worked for ODF for the past five
years in the Toledo Office and served as a Stewardship Forester for four
years. In Urban Forestry, he served as the City Forester for the City of
Albany and as a forester for Pacific Gas and Electric. Doug began his
career with Georgia Pacific in Florida and moved out west to work as a
forester for the US Forest Service in Lake Tahoe, California.
Doug is
active professionally and supports his local community: Plans Assistant,
ODF's Incident Management Team III, 2007 – present, Board of Directors,
Toledo Rural Fire Protection District, 2005 – present, Committee Member,
State Heritage Tree Committee, 2000 – present, Toledo Basketball Coach,
5th grade to High School, 2003 – present, Member, Society of American
Foresters, 1994 – present. Doug and his wife live in Lincoln County, and
are stewards of a historic 1913 farmhouse.
