"Stewardship Contacting - A New Tool In Forest Management"
Michael Daugherty, Forester

Mike Daugherty has worked for the USDA Forest Service Forest Service over 30 years being assigned to National Forests in Idaho, California, and Oregon. His position duties have included timber sale preparation, engineering, fire/fuels, and wildlife and soils management. He has also accepted temporary assignments in Washington, DC, to assist in writing and implementing national policy and direction.
Currently, Mike works in the Regional Office in Portland as Program Manager for Sale Preparation, Contracts, Valuation, and Stewardship. He is the Contracting Officer and Stewardship Coordintor for the region.
Summary: Congress in 2003 authorized the Forest Service and BLM..."Until September 30, 2013...to enter into stewardship contracting projects...to achieve land management goals for the national forests and the public lands that meet local and rural community needs." Congress also allowed the trading goods for services, designation of trees to be harvested by the Purchaser, and waived bid guarantees and mid-point payments. The impact on Purchasers and Contractors will be discussed.
